OVERVIEW

The Application Development Analyst (ADA) works closely with the business application team, end users, external service providers, and other technical teams to gather and understand complex business data and reporting requirements. From the defined requirements, the ADA will 
• create a technical design
• develop or modify existing database components necessary to support the requirements
• develop data extract, transformation and load (ETL) design specifications 
• develop or modify existing ETL processes
• develop the meta-data layer and report design specifications 
• develop or modify existing meta-data layers and reports 
• develop test plans, test cases, and test scripts 
• perform functional, integration and performance testing 

In addition, the Application Development Analyst (ADA) will work with judicial branch architects, judicial branch technical teams and external service providers to maintain and support the reporting platforms. The ADA will
• identify required upgrades to reporting business intelligence platforms to maintain technical viability and to align with branch strategy and vision
• develop detailed task plans to complete the upgrades
• coordinate and complete upgrade tasks collaborating with judicial branch technical teams, judicial branch architects and external service providers
• develop test plans, test cases, and test scripts 
• perform regression testing 

This position is part of the Administrative Systems Development team and works independently with minimal supervision. This Application Developer Analyst will work with and collaborate with a number of Judicial Branch subject matter experts and personnel (enterprise architects, other judicial branch developers, senior business systems analysts, technical infrastructure and support teams, external service providers and project managers) to help develop, enhance, upgrade, support and troubleshoot business intelligence platforms and reports. This Application Developer Analyst supports critical Judicial Council programs such as the Court Appointed Counsel (CAC) program, the Temporary Assigned Judges Program (TAJP), and the Judicial Officer Privacy program. This Application Developer Analyst also provides reporting support to critical business functions such as the advisory and curriculum committee nominations processes; judicial position, appointment, and vacancy tracking; CJER faculty tracking; court roster reporting; and CAC/Assigned Judges claims financial reporting.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Hybrid work options for employees who live in areas surrounding these locations may be considered.

MINIMUM QUALIFICATIONS 
Education and Experience 

Bachelor’s degree, preferably in computer science, information systems, or directly related field, and three (3) years of design and development experience including solid knowledge of, and proficiency in the software used in the assignment. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
