Our Cloud Operations and Innovation Engineering team is seeking a Technical Program Manager II to join the Security Engineering Critical Infrastructure team.
The CO+I Engineering team (CO+IE) delivers services, applications, and automation supporting datacenter planning, construction, and operation. We own a large portfolio of services, including workflows that enable predicable, lowest cost datacenter construction, telemetry systems that drive high availability and optimized energy usage, and task and performance management applications that help our operation run as efficiently as possible. CO+I Engineering is a competitive advantage for Microsoft, and an important pillar in its cloud success.
The Security Engineering Critical Infrastructure (SECI) team is focused on delivering security and technology services across the datacenter delivery lifecycle. This includes security technology platforms critical infrastructure, industrial networking cyber defense, data bearing device risk management, and the management of 3rd party platforms across CO+I.
Cloud Operations and Innovation (CO+I) is the engine that powers Microsoft's cloud services. The team is responsible for designing, building and operating our unified global datacenters; managing the demand planning and capacity utilization of our unified infrastructure; and responsible for all the operations needed to run the physical infrastructure (including supply chain, hardware, power, security, and workflow teams). We focus on smart growth with an emphasis on automation, data driven engineering, cost-effectiveness, and environmental sustainability. We deliver the core infrastructure and foundational technologies for Microsoft's over 200 online businesses including Bing, MSN, Office 365, Xbox Live, Skype, OneDrive and the Microsoft Azure platform. Our infrastructure is comprised of a large global portfolio of more than 100 datacenters and 1 million servers. Our portfolio is built and managed by a team of subject matter experts working 24x7x365 to support services for more than 1 billion customers and 20 million businesses in over 90 countries worldwide.
You will partner closely with your colleagues; engineering, support, build and infrastructure teams, as well as country leadership, to develop best in class network infrastructure and datacenter designs for high security networks in data centers. You will need to leverage key partnerships built with global Datacenter Operations teams at varying levels of the business. This includes cross-functional CO+I teams responsible for the design and delivery of datacenters, network engineering and architecture teams, and all groups affiliated with Microsoft Datacenters, to deliver a safe, secure, world class datacenter delivery lifecycle, for critical infrastructure for our Datacenters."

Responsibilities
This role is to lead and manage the delivery of IT infrastructure projects for the existing datacenter portfolio with a focus on improving security and critical environments globally. As a Technical Program Manager II, you will be responsible for driving the end-to-end delivery of IT infrastructure projects, including planning, procurement, installation, configuration, testing, and acceptance.
Other Responsiblities:
- Plan and execute the end-to-end delivery of IT infrastructure projects across Microsoft’s Datacenter portfolio
- Define and refine Organizational and business processes to enhance efficiency and Scalability.
- Build project timelines, estimate level of effort, manage milestones, and course correct projects to maintain overall schedule/cost/quality.
- Identify and mitigate project execution risks.
- Coordinate with key points of contact to drive the procurement, installation, configuration, testing, and acceptance of IT infrastructure.
- Transition completed projects to support through an acceptance process.
Qualifications
Required/Minimum Qualifications:
- Bachelor's Degree AND 3+ years’ experience in engineering, product/technical program management, data analysis, or product development
- OR equivalent experience.
- 2+ year(s) experience managing cross-functional and/or cross-organizational, technical projects in either data center, industrial control or physical and logical security systems
Other Requirements:
- Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to, the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Specifically, this position supports United States federal, state, and/or local [or applicable country] government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. Preferred/Additional Qualifications:
- Bachelor's Degree AND 5+ years’ experience in engineering, product/technical program management, data analysis, or product development
- OR equivalent experience.
- 5+ years’ experience managing cross-functional and/or cross-team projects.
- 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
- Effective communication and interpersonal skills with proven ability to impact influence key stakeholders.
- Experience developing, delivering, or operating enterprise scale services or datacenter technologies or physical security systems.
- Analytical skills, combined with a strategic orientation, as well as an aptitude for solving complex business problems.Working knowledge of data analytics tools (Power BI, etc.)
- Ability to resolve ambiguity or conflict situations to bring global teams and business groups into alignment.
- Experience managing projects with multiple work streams and partners; demonstrated strategic planning abilities.
- Familiar with Agile project management practices and Azure Dev Ops (ADO)
- Familiar with networking concepts and delivery of similar technologies in a Datacenter Environment
- Creativity and optimism grounded in practical engineering and business strategy.
- Excellent organizational skills including calendar, email, and time management.
- Ability to create structure from abstract ideas, take initial concepts to full maturity.
- Technically savvy with the ability to solve both technical and non-technical problems.
- Ability to use various project management methodologies.
Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $94,300 - $182,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $120,900 - $198,600 per year.
