**Recruitment Range: $81,500 - $112,063 (pending experience and qualifications)

The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The Board is composed of five individuals appointed by the Governor from lists of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.

The North Carolina State Board of Elections is seeking applicants for a Data Analyst position. The purpose of this position is to conduct technical and analytical work that provides data reporting and assists with database development and administration. This position also serves as a backup to the database and GIS administrators. This position is currently funded through federal grant funding. Pending future funding availability, this position would be eligible for permanent status upon management discretion.


Reporting and Business Intelligence

  • Create and maintain custom SQL reports and data exports
  • Design dynamic reports
  • Create and maintain data visualizations (Power-BI, Tableau, SQL, Server Reporting Services, MS Report Builder, etc.)
  • Conduct, enhance, or initiate various election audits
  • Collaborate with agency business units to identify, define, and create useful reports and information dashboards.

Database Administration
  • Assist in the administration of all county and state elections databases and database server instances.
  • Develop complex SQL code to automate routine administration tasks, continuously monitor infrastructure resources and processes and generate timely operational and maintenance alerts.
  • Assist with the establishment and administration of database management, design, and coding standards.
  • Provide backup support and coordinate leave coverage with other data team members for all database administration tasks.

Database Development
  • Utilize complex SQL code to construct solutions for application business requirements related to database administration and maintenance tasks
  • Consult with testers to troubleshoot application issues and implement fixes as required.
  • Devise and implement database management and monitoring processes, data transformations, alerts/notifications, and any other data processing activities
  • Consult with Applications Developers with respect to database coding standards, syntax, performance, and best practices.

Knowledge, Skills and Abilities / Competencies

  • Professional Knowledge, Skills, and Competencies (Required):
    • Comprehensive understanding of database systems and database programming techniques.
    • Extensive experience with Microsoft SQL Server database administration
    • Excellent T-SQL skills.
    • Working knowledge of backup and recovery procedures, replication topologies and implementation, database engine and code tuning and performance optimization, SQL Server Reporting Services, and data modeling.
    • Extensive understanding of database systems and ETL (extraction, transformation, and load) concepts.
    • Proficiency in reporting and data visualization software such as Power-BI, Tableau, SQL
    • Server Reporting Services and MS Report Builder.
    • Knowledge of Azure Cloud, PowerShell, Python, data warehousing, and Microsoft Excel data analysis is preferred.
  • Personal Skills (Required):
    • Possess the ability to work under time constraints and other demands.
    • Ability to establish and maintain effective working relationships and function well as a team member.
    • Ability to serve as an internal consultant, collaborating across divisions
    • Ability to occasionally work an irregular schedule to accommodate periodic system updates/upgrades, maintenance and/or emergency needs.

  • Managers Preferences (Recommended):
    Although not required, preference may be given to candidates that are also familiar with R, C#, JSON, jQuery, Geospatial Information Systems/Databases (GIS), geospatial concepts, QGIS and/or data science techniques.

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and three years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and four years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or High School or General Educational Development (GED) diploma and seven years of relevant experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.
