Be part of a dynamic team that delivers excellence and quality for the NRO’s Systems Engineering Directorate (SED). SAIC is seeking a candidate to support our Intelligence Community customer’s ability to build Atlassian JIRA applications and automate Systems Engineering workflows. The qualified candidate builds, develops, and maintains automation workflows in JIRA, develops plugins to extend JIRA capabilities, makes dashboards for JIRA add-ons, configures custom fields, supports JIRA configurations that include all client requirements, creates custom preset filters, test outcomes, and identifies defects. Responsibilities include, but are not limited to the following:
- Utilize Confluence experience to create content and manage multiple system engineering Confluence pages
- Utilize JIRA experience to create, manage, edit, and resolve workflow issues in JIRA (action item tracking, engineering review processes, etc.)
- Manage workflows and develop solutions to streamline or automate processes
- Review current Jira implementation, and proactively identify areas for improvement in the current workflows, processes, and tool usage and drive initiatives to enhance efficiency and user experience
- Create, deliver, and maintain automated and integrated workflow leveraging threads to support and expedite routine, recurring analyses
- Support and advise on approaches for managing and governing the SE models and data to improve interoperability, access, and sharing
- Help implement solutions with minimum impact to users when changes occur
- Generate technical documentation and conduct end user training for workflow automation
- Set up new projects, reconfigure existing workflows
- Assist the subject matter experts and team leads with Jira workflows
- Build out contract-wide templates
- Collaborate with members of the organization and mission partners to implement workflow automation solution designs and/or processes
Qualifications
- Active Top Secret/SCI clearance and must be able to obtain a Poly
- Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD. Bachelors and nice (9) years or more experience; Masters and seven (7) or more years experience; PhD or JD and four (4) years or more experience
- Working knowledge and proven experience applying Python, JavaScript, SQL or MATLAB scripting for workflow automation schemes
- Strong technical experience with any of the following: MATLAB, Python, C++, or other modern programming language
- Software development skills and experience using Java, C/C++, Python, .NET, or coding languages
- Strong documentation skills to create clear and comprehensive guides, procedures, and policies for training purposes and internal support of current Jira environment
- Must have familiarity with using Jira Timeline, dependencies reporting and Dashboarding
- Capability to customize Jira projects, boards, screens, fields, and issue types to align with the organization's specific requirements
- Ability to design, implement, and/or optimize the workflows in Jira to support different teams' processes and methodologies, workflows, processes, and tool usage and drive
- Experience with setting up automation rules using tools like Jira Automation or third-party plugins to streamline repetitive tasks and improve efficiency
- Experience working with partners and teammates to solidify solution design, contribute to design working sessions, and outline solution path for new capability development
- Familiarity with the Agile development process
- Willingness to learn new areas
- Commitment to recognize, understand, respect, and operate effectively within various SETA, FFRDC, and Government lines of authority
Desired Qualifications
- Advanced degree in STEM (science, technical, engineering, math) or related discipline with emphasis on MBSE
- Five (5) or greater years of hands-on Jira experience
- Four (4) or greater years of experience building solutions using Python, JavaScript, SQL and MATLAB
- Experience in lifecycle acquisition of spacecraft in all orbital regimes (LEO, HEO, GEO)
- Experience with space mission concept studies or spacecraft system engineering
- In-depth knowledge of JIRA and ticketing systems with the following minimum capabilities: workflow with automation on notifications within the workflow, ability to add documents to the workflow, ability to automate the intake to the workflow tools, ability to produce multiple different reports, ability to generate multiple different dashboards, and to integrate JIRA with Confluence
- Experience with NRO System Engineering processes including but not limited to customer’s Request for Change process and the Engineering Review Board process
- Strong background in support to NRO business operations
- Agile development experience on a scrum team
- Prior US military and/or IC customer experience
